ＷＢＡ総会の３日目、オフィシャル分科会で講演した講演録です。

主旨は以下の通りです。
いかなるスポーツでも反則をすれば、減点を取る。しかしボクシングでは、あるレフェレーは減点において厳しく、他のレフェリーは寛容だ。要は減点のタイミングだ。かつて２度警告し、３度目に減点する国際的基準があった。その基準は２度までなら反則ＯＫと悪用する選手がいて消滅した。私見だが、レフェリーは軽々しく減点すべきではない。ボクサーは３分間懸命に戦い１点を勝ち取る。その１点と減点の１点は同じ価値を持つ。減点の１ポイントが接戦の勝敗を左右する場合があり得る。以下の提案をしたい。①減点の前、少なくとも一度警告をすべきだ。②警告の際、「もう一度反則すると、次は減点する」と具体的に警告すべきだ。③ただし悪質なダメージの残る反則に対しては最初の反則でも減点すべきだ。④ＷＢＡ内で統一減点基準を作成してはどうか。
The 85th WBA annual convention was over yesterday (Thursday) in Tokyo, Japan. Yours truly was given an opportunity to make a speech at a seminar for the officials in attendance at the Korakuen Hall. The following is the manuscript of my humble speech in English and Spanish. It would be my pleasure that it might be for your reference.
＜ON REFEREE’S PENALIZATION＞
Welcome to Japan. I am very happy to make a speech at the WBA convention in Tokyo.
I have been watching boxing for almost fifty years. I have had a same question on the referee’s deduction of points against a boxer for his violation of the rules and regulations.
In any sports, if you should violate the rules, you will be penalized. However, problem in boxing is that some referees are strict, sometimes extremely strict especially in the US, while other referees are tolerant, very tolerant. It seems that today there is no standard of the referee’s deduction of points for the penalty.
The referee has the authority to control the fight at his discretion. The referee is ruled to deduct one point for an unintentional violation of the rules and two points for an intentional violation.
Problem is the TIMING when the referee penalizes points. Some referees deduct a point too early after a boxer’s violation, even if it happened by accident. Other referees deduct no points even though a boxer repeats low blows, rabbit punches, or head-butts. It doesn’t seem fair.
Previously there was the international standard of deducting a point for the violation of the rules and regulations. It was that the referee gives a warning against a violation TWICE, and deducts a point at the THIRD violation of the same boxer. We admit there were some defects on this previous guideline, because the boxer violating the rules wouldn’t be penalized until doing the same violation three times. So many maestros as Eusebio Pedroza or Wilfredo Gomez used to utilize this guideline, repeating the violation until twice, no more than that.
This is my humble opinion. The referee had better not deduct a point at the first violation of a boxer without giving him a warning beforehand. It is because we have to re-evaluate the importance of ONE POINT in boxing. The boxer makes his best effort to win a point by fighting for three minutes. This one point is the same one point that the referee deducts. The one point might sometimes decide the winner of a close fight. The referee might make the winner loser, vice versa.
In the end, I would like to summarize my opinion.
1. Before deducting a point, the referee had better give a warning at least ONCE against the boxer who violated the rules and regulations.
2. The referee should clearly give a concrete warning to the violating boxer, saying, “If you do it again, minus one point. OK?”
3. However, only against an evident and dangerous violation of the rules, the referee can deduct a point without a warning.
4. The referee had better not EASILY penalize a point by abusing his authority, because the penalty might have a possibility to decide the winner of the fight.
5. If possible, please consider to establish a new standard of the referee’s penalization inside the WBA.

＜LA PENALIZACION DEL ARBITRO>
Bienvenido a Japon. Estoy muy contento de compartir este discurso en la convencion de la AMB en Tokio. He visto el boxeo por casi 50 anos. He tenido una misma pregunta sobre la penalizacion del arbitro ante un boxeador por su violacion de las reglas y reglamentos.
En todos los deportes, si se viola la regla, sera penalizado. Sin embargo, el problema en el boxeo es que algunos arbitros son estrictos, a veces demasiado estrictos especialmente en los EU, mientras otros arbitros son tolerantes, muy tolerantes. Parece que ahora no hay ninguna estandarizacion de la penalizacion de puntos por el arbitro.
El arbitro tiene la autoridad de controlar la pelea a su discrecion. El arbitro esta obligado a deducir un punto ante una violacion no intencional de las reglas, y dos puntos ante una intencional.
El problema es el TIMING cuando el arbitro descuenta puntos aunque ocurra por accidente. Algunos arbitros penalizan un punto demasiado temprano despues de la violacion del boxeador. Pero otros arbitros no penalizan nada aunque el boxeador repeta golpes bajos, golpes de conejo, o choque de cabezas. No parece justo.
Anteriormente hubo el estandar internacional de descontar puntos por la violacion de las reglas. Era que el arbitro advertia la violacion DOS VECES, y penalizaba un punto en la TERCERA violacion. Reconocemos que hubo algunos defectos con estos lineamientos, porque el boxeador no fue penalizado hasta violar las regulas tres veces. Muchos maestros como Eusebio Pedroza o Wilfredo Gomez lo utilizaron, repetiendo la misma violacion hasta dos veces, pero no mas.
Esta es mi opinion humilde. El arbitro no debe penalizar un punto en su primera violacion sin dar aviso anteriortemte. Es porque tenemos otra vez que evaluar la importancia de un punto en el boxeo. El boxeador hace todos los esfuerzos por ganar un punto por tres minutos. Este punto es el mismo punto que el arbitro penaliza. A veces este punto decidira el ganador de combate cerado. El arbitro podria hacer a el vencedor perdedor, y el perdedor ganador.
Ultimamante, quisiera resumir mi opinion.
1. Antes de descontar un punto, el arbitro debe dar aviso una vez por lo menos al boxeador que viola las reglas.
2. El arbitro debe claramente dar su aviso concreto al boxeador que viola las reglas, diciendo “Si lo haces otra vez, un punto menos, OK?”
3. Sin embargo solamente ante la violacion muy evidente o muy peligrosa puede descontar un punto sin aviso.
4. El arbitro no debe facilmente descontar puntos abusando de su autoridad, porque la deduccion tal vez tendria posibilidad de decidir el vencedor del combate.
5. Si es posible, por favor estandarizen la penalizacion de puntos dentro de la AMB.
